“Culture eats strategy for breakfast”, was a phrase originated by management guru Peter Drucker. It is not just a phrase, but a reality for many organizations, especially those looking to drive measurement into their business decision-making.

This is not to say that a measurement strategy is not important, but a measurement culture will embrace and empower the strategy, and a lack of a culture will doom it to failure or an administrative exercise.
